    class test {
      file { '/tmp/file1.txt':
        ensure => present,
        require => File['/tmp/file1.txt'],
      }
      file { '/tmp/file2.txt':
        ensure => present,
        require => File['/tmp/file1.txt'],
      }
    }

The above code generates an obvious cyclical dependency, but does not return an 
error on `puppet agent -t --debug`, though the following is seen:  
    debug: /Stage[main]/Test/File[/tmp/file1.txt]/require: requires 
File[/tmp/file1.txt]
