Not quite sure this is the best solution -- I'd like to have a way to specify 
and communicate general language capabilities. Added a link to #20910 which is 
tracking that.

Also note as I put in the pull request this won't work for agent/master mode 
since the facts are client-side but parsing is server-side.

With the future Puppet parser in 3.2, modules and related Puppet code will need 
to start adding special-case code.
The easiest way to expose this is via a Fact for the Puppet parser.
