In Puppet's case, the value of runinterval is passed directly to the agent timer loop. Evidently, EventLoop::Timer is happy to fire off an event after 0 seconds have passed and thus runinterval=0 signifies "run constantly" which is not the expected nor desired behaviour (would *anyone* want this behaviour???).
