Issue #21470 has been updated by Henrik Lindberg.
The warning comes from static validation - there is currently no distinction between validation in general, and validation for the current runtime. I.e. the difference between using puppet as a library and at runtime (real master/agent). A choice was made to always issue a warning for storeconfigs, but thinking about it again, that is quite bad.
