It depends. #19308 is pretty specific to:

  - All directories in the modulepath being empty.

  - The symlink being the first entry in the modulepath.

Hence the need to know what exactly is failing.

If a directory in the modulepath is a symlink, puppet is unable to follow it.  
For example, if /etc/puppetlabs/puppet/environments is a symlink and the 
modulepath is /etc/puppetlabs/puppet/environments/staging, puppet will not find 
any modules in the path.
