Issue #20897 has been updated by Elias Probst.

The reason why I run into this problem with the example42/puppet module is 
shown below:

    elias@moria puppet-puppet [master] % find . -name "*.pp" | xargs file
    ./manifests/spec.pp:             C++ source, ASCII text
    ./manifests/server/sqlite.pp:    C++ source, ASCII text
    ./manifests/server/puppetdb.pp:  C++ source, ASCII text
    ./manifests/server/passenger.pp: C++ source, ASCII text
    ./manifests/server/mysql.pp:     C++ source, ASCII text
    ./manifests/server.pp:           C++ source, ASCII text
    ./manifests/rails.pp:            C++ source, ASCII text
    ./manifests/params.pp:           C++ source, ASCII text
    ./manifests/init.pp:             C++ source, UTF-8 Unicode text

I fixed this and opened a 
[PR](https://github.com/example42/puppet-puppet/pull/56).

I had this error after updating to 3.2.1 when I tried to fetch catalog from 
agents

Error: Could not retrieve catalog from remote server: Error 400 on SERVER: 
invalid byte sequence in US-ASCII

My config is Debian based, with packages installed from puppetlab repo. 
PuppetMaster is served through puppetmaster-passenger.
I managed to get it working back by adding these lines to my config.ru:

Encoding.default_external = Encoding::UTF_8
Encoding.default_internal = Encoding::UTF_8

and my agents went back to normal behavior.
