This is most likely a duplicate of #19295. The Ruby Etc module, part of the standard library, does not encode the data that it returns from inspecting user accounts. The odd part here is that OS X seems to be storing or returning UTF-8 characters that did not originate from the Puppet manifest. Is this an existing user?
