In the meantime OpenBSD's pkg tools have been able to parse '+=' lines, meaning that the installpath lines will all be appended to PKG_PATH. I've opened a pull request (https://github.com/puppetlabs/puppet/pull/1798) which adds this behaviour to the package provider. While here, I've moved the parsing of pkg.conf out of the _install_ method and into it's own method.
