Is this still an issue, still open?

I just commented on the blocking #15911 - the issue there cannot be reproduced 
w/ current versions of systemctl, as far as I can tell. In other words: I'd 
consider #15911 obsolete. Is anything else blocking this issue?

systemd is now the init manager for all maintained versions of Fedora.  It 
should be the default service provider in puppet for Fedora.  Although perhaps 
determining the default provider should be more sophisticated (e.g. by 
detecting the presence of "/bin/systemctl").
