The puppet agent returns 2 if anything was changed (or 4 on error, or 6 on
errors and changes).
Using notify { } in manifests always sets the „something was changed“ flag now,
making it impossible to determine if the target system actually needed any
changes.
A solution could be to provide a parameter (e.g. "is_change") defaulting to the
current behavior, so existing installations wouldn't break.
