The command
puppet parser validate foo.pp
is reported to not honor the setting of parser=future, while honoring it if set
on the command line e.g.
puppet parser validate --parser future foo.pp
(Yet to be confirmed that it does not honor the setting, or if this happens
only under certain circumstances).
Meanwhile, the workaround is simple, just pass `--parser future` as arguments.
