Puppetmaster 3.2.4 running on FreeBSD and puppet agent for windows running on 
windows 7 professional 32bit english edition without problems. However, 
installing puppet agent for windows on a german edition, gives "invalid byte 
sequence in US-ASCII" for each and any manifest used.

Example manifest:
class win7_create_dir {
        if ($kernel == "windows") {
           file { 'c:/TEST':
              ensure => 'directory',
           }
        }
           
}

Works on the English edition but not on the German one whatever I tried.

Google-ing, I came across http://projects.puppetlabs.com/issues/20897 but this 
did not solve my problem.

Ruby is at version ruby-1.9.3.448,1 and OS is 9.2-PRERELEASE r254276 amd64.

Pupetmaster works just fine with:
Windows 7 Professional 32bit and 64bit english edition
FreeBSD 9.1 and 9.2 both amd64
