After upgrading the master to 3.3.0 backing up changed files from older clients
does not work anymore.

{md5}ec8100f38c6f882eff001a3e6b67385c failed: Could not back up
/etc/ferm/ferm.d/20-funcs.ferm: Error 406 on SERVER: Not Acceptable: No
supported formats are acceptable (Accept: pson, b64_zlib_yaml, yaml, raw)
Setting the report_serialization_format setting to yaml does not seem to help
here.
