Issue #5526 has been updated by Jason Antman.
If you're configuring your master via puppet, and using Puppet3/PuppetDB, this data should be available through storedconfigs. I'm running a fork of the very-out-of-date puppetlabs-puppet module, and once I have my next dev environment up and running, I'll confirm.
