Issue #22652 has been updated by Kylo Ginsberg.
Additional followup: I tried to repro this with each of:
3.3.1-rc1 master and 3.3.1-rc1 agent
3.2.4 master and 3.3.1-rc1 agent
3.3.1-rc1 master and 3.2.4 agent
without success. So I'm missing something too. (I wasn't setting
pluginsignore, the default covers .svn.) If you can both re-state which
combination of master and agent versions showed the problem, that would be
great. Also, perhaps attaching the output of an agent run with --debug
--verbose would help.

/var/lib/puppet/..../.svn directories are still pushed out even if you have a
global ignore
File { ignore => '.svn' }
Confirmed by downgrading the server to 3.2.4-1 and it all worked as expected,
no .svn directories in /var/lib/puppet
