When setting up logging for the WEBrick server (either running a master on 
WEBrick or an agent with `--listen`), the log file is created with default 
permissions. This happens because the sections that define those settings are 
"used" immediately before the files are created, so if the files don't exist, 
their permissions don't get managed until the next time Puppet starts. This 
also causes the master to fail to start if the agent has run with `--listen` 
once but hasn't run again (because the mode of httplog is wrong, but the master 
running as puppet isn't allowed to fix it).
