According to the documentation here: 
http://docs.puppetlabs.com/puppet/3/reference/modules_publishing.html#write-a-modulefile
 you can optionally specify a third argument in dependencies, a repository. 
Reading through that document, I assumed that repository meant SCM repo, such 
as git. Unfortunately, it appears to mean another Forge. Please modify 
lib/puppet/module_tool/dependency.rb to support pulling a dependency from 
another Git repo.
