This may be more useful for EL5 systems where the sys admin is unable/unwilling to replace the system ruby with the newer one provided by puppetlabs. I know my site is in that category, so I was considering building the ruby193 collection from EL5. But if the puppet rpms were already SCL enabled this would dramatically simplify the work required of me. There is a 'spec2scl' tool that can perform nearly all the necessary work to transform a traditional rpm into a Software Collection rpm. As an aside, RHOS seems to have packaged puppet in a Software Collection.
