Issue #7659 has been updated by Felix Frank.

Ooh, so there is a bug for this already :-)

Stumbled about this recently and implemented a fix. Pull request forthcoming.

here's my test case:

    $ cat doc_test.pp 
    # Class: doc_test
    # 
    # Testing docs for a class with a hash
    class doc_test {
      $foo = { "bar" => "baz"}
    }
    $ puppet doc --verbose --all doc_test.pp 
    info: scanning: ["doc_test.pp"]
    $ cat doc_test2.pp 
    # Class: doc_test2
    # 
    # Testing docs for a class without a hash
    class doc_test {
      $foo = "bar"
    }
    $ puppet doc --verbose --all doc_test2.pp 
    info: scanning: ["doc_test2.pp"]
    Class: doc_test2
    Testing docs for a class without a hash
