Issue #23000 has been updated by James Patterson.

Sure, but it overwrites a binary from another vendor, and that might break 
things.

If the binaries were instead put in a separate place, Puppet could still use 
them and it couldn't break anything.

Installing puppet should not overwrite system-provided binaries.

I have a RHEL5 system which uses ruby 1.8.5. Puppet requires a newer version, 
and bundles it.

The bundled dependency overwrites a vendor-supplied package rather than 
installing it in another location.
