This PR needs help to pass tests -- please track us down on #puppet-dev to get 
it worked out. I would love to see these BSD improvements get in and they could 
go into a patch release so it should be pretty quick.

It's currently not possible to use "ensure => latest" on OpenBSD. The code 
itself works correct in my testing, however I'm having some issues with getting 
spec tests to pass and I'd appreciate some help with that as it appears to 
return the version for the bash fixture, and not the new (or old) version of 
tcsh.
