If an ENC uses the class parameter format to return its results, Puppet will 
declare *all* those classes as resources (even if none of them actually have 
parameters). This means that if the ENC declares a class which is declared 
elsewhere in Puppet (even if it's just included), compilation will fail. 
Because the Console now always uses the class parameter format, classifying a 
node in Console with any class which is already included either in site.pp or 
by some other class will fail.
