The `puppet doc` code depends heavily on RDoc to do the documentation 
generation.

Unfortunately, while the Ruby 1.8 series exclusively used RDoc 1.*, the Ruby 
1.9 uses 3.* and 4.* versions.  These are solidly incompatible with the way we 
used and integrated with RDoc in the `puppet doc` application.

We need to support the `puppet doc` features in a way that also works with 
newer Ruby.
