The `/<environment>/resource` endpoint is a risk to have on the master, and 
will be going away on the agent. One part of deprecating this is that `--host` 
on `puppet resource` should also be deprecated.

Going forward users that want to have this kind of remote-resource-control 
functionality should use [mcollective](http://puppetlabs.com/mcollective) 
instead.
