Given a set of mount resources, when mount resource is mounted inside of 
another mount resource, the inner mount should autorequire all parent mount 
resources.

### Example:

<pre>
mount { "/var":
  # ...
}

mount { "/var/log":
  # ...
}
</pre>

#### Expected behavior:

`/var` should always be mounted before `/var/log` so that the latter mount 
point is not masked by the former.

#### Actual behavior:

There is no ordering between mounts, so `/var/log` could be mounted and then 
`/var` could be mounted, which would hide the `/var/log` mount point.
