From the Puppet docs: "When setting numeric permissions for directories, Puppet sets the search permission wherever the read permission is set." So the directories are set to 0655 and plain files to 0644. So after the mkdir, the directories are set to 0655, and puppet will not change that and thus doesn't run the exec.
