I attempted to reproduce the issue of file and exec not working within root squashed nfs mounts using the manifest below. Given appropriate permissions, puppet 2.7.25 is capable of running both file and exec within root squashed NFS mounts. More information would about what you're trying to do would help figure out what issue you're running into. Can you modify this manifest to reproduce the issue you're running into? File operates as root and cannot access the files pointed to regardless of the owner setting. It needs to have a user setting to operate as another user.
