There are quite a few bugs and feature requests open against the nagios types, and it seems to be known (at least within the community) to need major work. It seems like moving it out of core and making it a module would be the first step to getting this done. This seems to be one of the very test cases that Exported Resources was developed for (it's in the documentation), so I don't feel I've stepped too far outside of Puppet's intended operation parameters here. Yet, I can't seem to have any luck at all getting proper config...
