This is not an uncommon thing to do and this sort of invocation could be invoked in a number of other places, https://github.com/puppetlabs/puppet/blob/master/lib/puppet/parser/functions/sha1.rb for instance. Even if we worked around this one specific instance we couldn't make any guarantees about the functionality of the rest of Puppet/Facter. Out of curiosity where did this version of Ruby come from? On what virtualization platform are you running it? Ruby 1.8.7 is actually pretty dated, would you be able to try Ruby 1.9.3 or newer to see if this still affects you?
