Collecting exported resources when PuppetDB is down/failing cause the following error:

                                                    Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Could not retrieve resources from the PuppetDB at myhostname:8081: [503 Service Temporarily Unavailable] <!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML 2.0//EN"><html><head><title>503 Service Temporarily Unavailable</title></head><body><h1>Service Temporarily Unavailable</h1><p>The server is temporarily unable to service yourrequest due to maintenance downtime or capacityproblems. Please try again later.</p></body></html> on node myhostname
Warning: Not using cache on failed catalog
Error: Could not retrieve catalog; skipping run

                                                

Then the puppet agent stops.
The expected behaviour when soft_write_failure is set to true should be similar to when you run a 'puppet apply', which is, log an error/warning and continue:

                                                    Warning: You cannot collect without storeconfigs being set on line 46 in file modules/role/manifests/puppet_master.pp
Warning: Not collecting exported resources without storeconfigs
