If your paste is verbatim, it looks like the stray '.' at the end of the line is causing the problem. When I manually edited my state.yaml to have a . like yours, I got the exact error you see. (BTW note this does not cause puppet to fail to run, it just makes an error and causes the state-checking to get skipped.) If you remove/change the classes that are applied, like to no longer manage the authorized_keys file, does the problem go away, or does it just move around? Puppet literally just calls through to the underlying Ruby YAML.dump / YAML.load_file methods to read and write this file, so it would also be helpful to see what versions of ruby and yaml you are using and whether other serializations have problems.
