The use case here seems to be that you want to ensure some legacy package isn't installed and that some newer version that provides the same name as the legacy package is installed. The only downside I see to this is that it may be confusing for users to be able to "ensure => latest | present" a package by a name that they can't uninstall using "ensure => absent".
