I bring it up because I work in a high security environment where rubygems are blocked-- software can only be installed via approved channels, i.e., authorized, signed Yum and APT repos. Besides restricted environments, I'm sure there are other reasons not to require it. RubyGems.org calls it an anti-pattern. Maybe a more friendly exception message could be issued instead?
