On second thought, making it an error would break upgrades if people are still in this odd situation. Instead we can just cause the processing of the configuration to skip adding the environment specific elements to the configuration model as the config file is being interpreted. Given a puppet.conf: {code} [main] environmentpath=$confdir/environments [anenv] modulepath=/some/modules manifests=/some/manifests {code} And a directory environment $confdir/environments/anenv A `puppet config print modulepath manifest --environment anenv` will print the legacy settings rather than the directory settings.
