Kurt Wall commented on an issue   Re: Installation problem for puppetmaster-puppet 3.5.1 on Ubuntu 13.10 Part of the problem might be that the /etc/apache2/sites-available/puppetmaster.conf file is laid down with permissions of 0600 on a fresh installation, which makes it unreadable unless the EUID is root. Not sure if that's intended behavior or not. Not sure what is going on here, the package works fine on Debian 7....
