The plan was to deprecate the old default :use behavior on all platforms, and at the next major boundary switch to :ignore on all platforms. Secondarily, for Windows agents, we wanted to make it an error to set the value to anything other than :ignore on Windows, since that "wreaks havoc at all times". There is already a deprecation warning in place covering this. I've updated this ticket to cover the latter. I will file a new ticket against 3.7 to add a deprecation for the default :use behavior for all platforms, and a 4.0 ticket to switch the default behavior for all platforms. Make sense?
