In 3.4, we added the ability to pluginsync external facts, see https://projects.puppetlabs.com/issues/9546. The plugindest and pluginfactdest settings control where puppet pluginsyncs modules and external facts, respectively. Since you're not changing those settings, puppet continues to download into the default location /var/lib/puppet/lib/*. The factpath setting on the other hand controls where facter will try to load external facts from. So factpath is not ignored, it's just not used in the way you think it is, so I'm going to close this bug.
