All commands in puppet operate on a specific environment, and, as your example shows the default environment is "production". When you execute puppet module list it prints the modules of the current environment, which is "production". If you want to see the modules of a different environment, then you would need to specify which environment with --environment on the command line. Add Comment   Puppet / PUP-2954 environmentpath only scan for production environment Directory environment are configured at "/etc/puppet/environments" but there's only production environment shown when "puppet module list" is run.
