The issue is that plusignment does not append to default value. Consider the following manifest: site.pp node default { Package { require => File['/tmp/foo'], } package { 'bar': ensure => present, } Package['bar'] { require +> Package['baz'], } } Only the Package['baz'] requirement shows up in the compiled catalog: # puppet master --compile `hostname -f` --parser future --log_level warning | jq '.data | .resources | map(select(.title == "bar"))' [ { "type": "Package", "title": "bar", "tags": [ "package", "bar", "node", "default", "class" ], "file": "/etc/puppet/manifests/site.pp", "line": 6, "exported": false, "parameters": { "ensure": "present", "require": "Package[baz]" } } ] The issue here is that at the end of catalog compilation, resource overrides are applied during Compiler#finish before resource defaults are applied during Parser::Resource#finish. Since the override creates a value, the default is ignored. A straight forward fix would be change the ordering so that overrides are evaluated after defaults, but this would be a breaking change in the way the compiler works and would have to wait for a major version bump.
