Partially installed package groups are not installed at all with ensure => present, but only with ensure => latest. The latter will re-install everything every run. I think the provider should list a group's packages, compare with the missing ones and only install these. The latest state should compare currently installed versions with the database version, and perform upgrades and installs as needed.
