Note puppet never looks at HKCU, though it does look at "HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall" which perhaps HCKU maps to in this case. I have to admit, I've never seen a situation where that registry key didn't exist. Is that common on Russian versions of windows? Are you sure you don't have a custom fact that is looking for that key? Can you include the output of puppet apply --trace or puppet agent --trace and include the stacktrace in this ticket?
