In ruby, this essentially means the string has no encoding, and is simply an array of bytes, which cannot transcoded to UTF-8 nor UTF-16LE. Most likely the exception is originating in native code, either openssl, ruby, and the encoding of the string is not set correctly. Can you provide details about OS system locale?
