Joshua Partlow commented on an issue   Re: Puppet Module Tool Does Not Honor puppet.conf Settings unless they are in [main] This ticket is open pending resolution of DOC-1237 to clarify that environmentpath/basemodulepath need to be set in main if you want them to be used by other user mode faces. Just a note about what is going on in the Puppet settings: the observed behavior is because of run_mode and settings interactions. A `puppet master` executes in the 'master' run_mode, while a `puppet module` executes in the 'user' run_mode, which correspond to the [master] and [user] sections of puppet.conf respectively. By setting environmentpath/basemodulepath in the [master] section, you are effectively telling Puppet that you only want those settings applied when run as a master.
