Try unsetting that, Debian's default should also include /usr/lib/ruby/vendor_ruby which is where Hiera and Puppet are installed. This adheres to the Debian policy. Packaged Rubygems go into /usr/lib/ruby_vendor, gem install goes into /var/lib/gems.
