If the files cannot be downloaded the data is lost Looking at the forge code, we are staging the download to a tmp directory, and we shouldn't be deleting the module_dir if the download/validate/unpack steps didn't throw any exceptions. If the server is returning 502, that definitely doesn't match https://github.com/puppetlabs/puppet/blob/master/lib/puppet/forge.rb#L191 , so it should be throwing an exception and not touching the module_dir. If I have some more time, perhaps I can repro.
