Given the manifest above, puppet attempts to remove all existing members from the group as can be seen from the output below: Notice: /Stage[main]/Main/Group[Guests]/members: members changed 'WIN-QP47VOHA2P4\Guest' to '' However, the change doesn't seem to take effect for some reason, so puppet will try to reapply it every time it runs.
