I think the problem is this: puppetdb/manifests/master/routes.pp defines the following hash: $routes = { 'master' => { 'facts' => { 'terminus' => 'puppetdb', 'cache' => 'yaml', } } This hash ordering seems to be randomly ordered per-puppetmaster restart, but I'm not positive that's the cause. It might just be random per-run. A simple fix would be to hardcode the file as a static file / static string, since there are no variables within it. But I'm not sure what you prefer. BTW, this problem happens with and without the future parser. The ordering doesn't flip every run, I'm not sure exactly what causes the flip but it randomly happens.
