I belive the issue you're seeing is a result of trying to install the Puppet MSI with PUPPET_AGENT_ACCOUNT_USER=Administrator The Administrator account does not typically have logon as a service rights, and adding that privilege to the Administrator account is normally not recommended. Our standard recommendation is that if you need to customize the service account (which is optional), then you should not use the Administrator account. Instead, choose an account like NetworkService, or configure your own account with the appropriate permissions for running the Puppet service with the least amount of privileges possible.
