I'm happy to announce that James Turnbull is going to take over  
maintenance of the stable branch, which in this case is 0.24.x.

What this primarily means is that he'll be responsible for determining  
what tickets should be in the next stable release (e.g., 0.24.5, in  
this case) and also for deciding when a release is necessary.  I  
expect him also to poke me when necessary, to get me to fix tickets  
that I should be fixing but are holding up a release.

James has obviously been doing a huge amount of work on Puppet, both  
on the wiki and on triaging and managing tickets.  Hopefully his being  
responsible for the stable branch will help ensure we have timely and  
frequent releases, and that I don't get my nose buried too far in  
future-looking development.

It's unclear right now exactly how this will work out process-wise.   
For now, we will consider the 0.24.x branch in his github repository  
to be the 'canonical' 0.24.x branch, and I'll pull from it and push to  
the reductivelabs.com branch periodically.  I assume at some point it  
will make more sense to just have him push directly to that branch,  
but we haven't figured that out just yet.

A significant result of this, though, is we now need someone to step  
in to take care of some of what James has been doing, integrating  
other people's patches and handling ticket triage. :)
