As far as I understand Sign-Offs, technically, they are signed by the 
commit hash in the final commit in the central repo, while socially they 
are trusted, because they are publically communicated and the patches 
can be compared to the originating repo.

In the case of Linux, they were introduced in the wake of the SCO Group 
vs IBM to provide a trail of responsibility where patches come from and 
through which hands they passed.
